Protecting Oregon’s Manufactured Home Residents: A Step Toward Fairness and Stability
As the cost of housing continues to rise, thousands of Oregon residents living in manufactured home parks are feeling the squeeze—especially those on fixed incomes. With more than 140,000 manufactured homes statewide, and over 62,000 located in privately owned parks, many homeowners face skyrocketing space rents and unreasonable sale restrictions that threaten both affordability and housing stability.
Thankfully, Oregon House Bill 3054A offers hope. This legislation introduces important protections for residents, including:
1. Rent Stabilization
The bill proposes a 6% annual rent cap for manufactured home parks and marinas with more than 30 spaces—regardless of inflation. This ensures predictable, reasonable rent increases. Landlords can apply for a one-time increase up to 12% every five years only if they demonstrate a significant infrastructure need and receive approval from at least 51% of residents.
Parks with 30 or fewer spaces would still follow the existing statewide rent cap of 7% plus CPI, up to a maximum of 10%.
2. Protection from Forced Aesthetic Upgrades
Currently, some park owners require sellers or buyers to make costly cosmetic changes—such as switching out perfectly fine siding—just to complete a sale. HB 3054A puts a stop to this, limiting required changes only to genuine repairs or maintenance needs, not landlord preferences.
3. Ban on Mandatory Interior Inspections
The bill also protects privacy and sale integrity by prohibiting landlords from requiring interior home inspections as a condition of approving a sale or a new tenant. This ensures smoother and less intrusive transactions for sellers and buyers alike.
